To achieve the objectives of the act, many jurisdictions have adopted guidelines that expand the use of telework so that more of their employees who are willing to telework can be productive during government shutdowns in response to bad weather, special events and other emergencies. Therefore, if the Agency`s telework policy requires staff to be ready to work during the closure of the agencies and this requirement is clearly communicated by the Agency to the worker in the written telework agreement, the worker should be working.
